I am directed by Mr. Secretary Shortt to say for the information of Mr. Secretary Churchill that as a result of information received by this Department, enquiries have recently been made by the Liverpool Police into certain allegations in regard to the smuggling of Chinamen into this country.

As a result of the enquiries, which are not yet completed, it appears that there is a well-organised conspiracy for the smuggling of Chinamen into this country, and a large number of arrests of the persons implicated have already been made. It appears that the majority of the stowaways come to this country from Hong Kong and that there are certain Chinese in that Colony who represent to their fellow countrymen that situations can easily be obtained as laundrymen in this country at high wages and that they can arrange their passage and admission into England on the payment of 300 to 400 Chinese dollars.
